The International Registration Plan
What Is IRP Registration?
A cooperative agreement between 48 U.S. states, D.C., and 10 Canadian provinces — one apportioned plate and one cab card to legally operate across all 59 member jurisdictions.

Under the IRP, you register your commercial vehicle in your base jurisdiction — the state where your business is established. Your base state issues your credentials: an apportioned license plate and a cab card listing every jurisdiction your vehicle is authorized to operate in. Registration fees are calculated based on miles actually driven per jurisdiction, and your base state distributes those fees on your behalf.
Required for any commercial vehicle crossing state lines that meets one of:
- A gross vehicle weight (GVW) or gross combination weight (GCW) exceeding 26,000 pounds
- Three or more axles on the power unit, regardless of weight
- A combination of vehicles exceeding 26,000 pounds gross weight
Operating without valid apportioned plates and a current IRP cab card is a legal violation — subject to fines and costly roadside delays.
